I've no personal experience at this but I've read many times that if you contact one of the vendors who sell the sawmills (like Woodmiser) they'll refer you to small mills in your area. Hopefully others with direct experience will kick in as well.
John is absolutely correct. Contact the makers of bandmills for mill owners in your area. It's much more effective to appraoch things in this manner rather than waiting for someone to finally contact you.
Just to cover all the bases, you can also call any "regular" (non-portable, if you will) mills and ask them if they know anyone who does portable milling. I got 2 references that way in my area.
