After wedging and gluing, this round tenon joint is still ever-so slightly loose. I can’t disassemble it and re-glue, so looking for ideas. Thinking about drilling it out and pounding in a dowel. Thoughts?

Yes, a dowel - but one smaller in circumference than your round tenon, sharpened in a pencil sharpener to form a round pointy additional wedge. Drill a hole in the centre of the round tenon, drop in a smidgen of glue then tap in the pointy dowel.
Depending on the nature of the wood (i.e. how soft or hard it is) and the size of the remaining gap, as well as the circumferences of your tenon & dowel, you may or may not also need to put in 3 or 4 knifed slits on the tenon top to allow the wood that will surround the pointy dowel to expand so the gap you want to close actually does close. Hopefully not since you'll then also have to fill the slits with teeny bits of veneer. :-)

I would not look to expand that tenon in all directions for fear of blowing open the end. I'd try drilling out the center of the wedge and adding some more wedge in the same direction. It may not work at all because of the already cured (presumably not hide) glue.
If it is put together with PVA, after drilling out the wedge you might be able to use a hair dryer to soften it enough to dissassemble and diagnose before putting it back together.
Use a mutitool to cut out the existing wedge then go to the heat gun.
