What is a standard length that the lower lip should hang down from an upper cabinet in order to obscure task lighting?

I belive ~1 1/2"- 2"
Ductape can fix EVERYTHING!!!
Generally a bottom rail is 1 1/2" and to that you would add the light rail (ususally another 3/4 - 1"). Best thing to buy your lights and measure so when mounted, the cab will be slightly lower

The resulting recess will depend upon the size face frame you use and the material you use to make the box. If you make the face frame 1-1/2" and use a 3/4 box, you will have a 3/4 recess under the cabinet. Use a 2" frame with 1/2" box and you get 1-1/2" recess.
I have a 3/4 recess on mine and added a 3/4 moulding to the upper cabinet bottoms. It woks great for the low voltage puck lights I installed for under cabinet lighting. There are lots of options out there for light rail mouldings to get the result you are looking for. Attached is an example I just plucked off the web.

3/4" is standard for manufactured cabinets, but I like Frankfive's suggestion of using that as a surface for attaching something more finished.
Most under-cabinet lights are 3/4" or thinner. Of course, you should check and make sure that's the case for those you plan on using.
