Band saw: Resaw clear 12/4 lumber (I think that is the right size) to 1/4"+.
Thickness Sander: Sand both sides to 1/4" (less if you are good).
Table saw: to proper dimensions (to fit your fixture).
Router Table: Route opening using fixture.
Square opening with a corner chisel.
Router Table: Route exterior profile.
Finish using the finish materials used in the room.
Why do you start with 12/4 lumber? Why not resaw 4/4?
Switch plates are about 2-3/4" wide. 12/4 finishes about 2-3/4". (measure first)
You could use 4/4 and rough cut it to 3" wide (12/4) and procede.
