I have the Delta 50-851 Dust Collector whicch I have just enclosed, which has lowered the sound of the DC. The questions is, how much ventilation does the DC need to maximize suction?

The same amount it sucks. If you want 600 cfm at the pipe you have to push 300 cfm through the bags.

I think you have a typo there. 600cfm=600cfm out
