IMHO, yes. I generally will use Zinsser's B-I-N on pine that is to be painted. If it is clear verticle grain, I prime with either an oil base or latex primer depending on the top coat. FWIW.

*Milk paint generally only adheres to raw wood and to itself. Read the instructions that come with the milk paint to determine the correct primer to use if the wood already has a finish. Shellac is outstanding for sealing knots and pine sap.
