If I finish a frame and panel door (rails and stiles from maple and panel from 1/4 plywood — maybe maple), will the paint dry and appear differently on the frame vs the panel?

Hard to say. Practice on some scraps first.
ALWAYS practice a new finish on scraps first.
The paint will be the same, but light coats will show grain through it, giving you variation. With more coats the coverage will even out.
Personally, I think the charm of milk paint is the semi transparency.
