Heavens forbid! I'll probably be laughed at forever but good ol' Norm I suspect has a set of plans and video for louvers. I know he made some a while back on one of his shows.
I actually did not post this! Someone posted it in my name!<grin>
I've built over a dozen shutters with louvers.
Basically, you need to make a sliding jig with a clear(plex) base that has a pin the thickness of the louver to register(ride) in the dado, and travel the width of the louver, to cut the stile dados. Think it through and build one for your needs.

The pics are fine. I just don't see how it is used. I want to build window shutters. They would be decrotive not functional. I need to know how one would mill the mortises for the slats using a router.

Monte - Louvers in a cupola are a bit different than louvers, decorative or privacy.
Decorative or privacy louvers can be tenoned each end (3/8 x 3/8 x 3/8 for instance) and inserted into angled mortises in the stiles rather than mortising the entire slat into the stile. Cupola louvers can be joined the same way, but with a bit heavier materials.
Louvers in a cupola are subject to high winds and will likely let wind-driven water pass up and over the slats. The better strategies to reduce this chance are to steeply angle the slats, make them wider (3-4-5"!), and to machine them in such a a way as to create a vertical dam at the top of the upper edge to stop the upward, wind-driven creep of water and wind.
Play around with drawing things full scale as a vertical cross section so you can see how the increased angle, width and dam work together to thwart the evil water.
