Anyone familiar with a mobile base for cabinet saws where all 4 wheels swivel? I’ve looked at the more popular ones – HTC, General, Shop Foz – and the all have 2 fixed wheels. I need something with 4 swivel casters.

Push comes to shove, you could order 2 extra swiveling casters. The Grizz catalog has an extensive offering of casters, one of which should be the same as the ones that come with the Shop Fox base. They're very reasonably priced.

Beware the laws of Gravity!
When all 4 wheels swivel in one direction your load may not be as centered as it should be and could tip. This only applies to tall narrow objects ; if you are low and wide disregard this message and have a nice day !

Just to echo what FG said, I bought the Shop Fox base from Grizzly and, like you, would like 4 - 360 wheels. I called Grizzly and they identified the wheels I needed for that particular shop fox....don't remember the exact price but it was around $4.95 a piece...
