WW Grainger has some nice machined steel pulleys.
Get ye to McMaster-Carr. Their site has specs and dimensioned drawings on everything they have.

Just a caution - slowing down the blade by using a smaller motor sheave (only) will increase the belt tension (tension = motor torque divided by sheave pitch radius) while reducing the contact area on the motor sheave, resulting in increased likelyhood of belt slippage. If the motor power is relatively low, it may not be a problem, but if it is a problem, a larger arbor sheave would be a better solution.
Just something to keep in mind.
