It is used for blind-fastening finished ends of cabinets. A hole about 11mm dia is bored about 12mm deep in the mating (back) side of the finished end panel, a similar stopped hole is drilled, but deeper, into the end of the mating edge of the top or bottom panel, and a large (about 16mm dia) stopped hole is put into the bottom panel to intersect with the end-grain bore.
A headed stud embedded into a barbed plastic plug end goes into hole #1, the two pieces are mated, and a camscrew device is inserted into the large hole #3, then turned to engage and pull the stud tight, sucking the two parts tightly together.

Go to anywhere that sells "KD" (Knock Down) hardward. I've seen them in some of the mail order woodworking catologs. They are standard cam and post connectors.
