I built a dining room table a few years back (see attached pictire) and it turned out great, except for one problem. It a about an inch too tall and it drives my wife crazy. So after ingoring her complaints for a few years, I have decided its time to fix the problem. I plan to remove the table top, lay each set of legs down so they are paralell to the floor and cut off an inch from each leg. My question is what cutting tool should I us? Hand saw?? Circular saw?? Each pair of legs in connected by an apron and thus I am unable to use a table saw to cut them off uniformly.

I'd measure and mark carefully, and then trim the legs with a good handsaw. You may still end up with minor variations, however, and will need to plane or sand away the variations.
You might also consider installing some form of leg levellers while you are at it. The type you choose will also have an effect on how you cut the legs, so it's a good idea to make that choice first.
