I have an INCA 10 1/4 in jointer planer that needs a drive belt. I just found out that he company is out of business and wonder where I might get one or who might make one. It is a flat plastic/nylon belt.

You are correct about Inca no longer being in business, so your machine is an orphan. There is no official source for parts, but you can try Eagle Tools at http://www.eagle-tools.com, they used to sell Inca machinery and are trying to help Inca tool owners.
There is a Yahoo group devoted to Inca tools, goes by the name "incawoodworking" that is probably your best source of information since there are many devotees of the machines who are all now looking for parts. With luck the belt is a fairly standard size.
