No, mahogany is not an “oily” wood. Just use any Type II water resistant adhesive and follow normal pre-gluing preparation steps.

I saw an ad the other day that Titebond makes a Titebond III wood glue. Would that be better than the II for outdoor applications or would II be fine?

Titebond 3 is significantly more water resistant (actually listed as "waterproof") than TB2. It also can be applied in colder temperatures and has a longer working time. I like it for the strong initial tack and the fact that I don't have to have the room quite as warm to get started with a glue-up. Awhile back, one of our members testified to it's level of water-proof characteristics. The specification pages are here:
