I have a old moon-shiners site on my property with several oak barrels, I’ve decided I want to recover some of the wood for a rocker or to rebuild a barrel. The wood has hasn’t had much insect damage and much of it appears sound. My question is what is the best way to clean this stuff and otherwise prepare it for re-use?

You have a moonshiners site. Are you 100% sure that the barrels were used for moonshine? Could they have been used for any other purpose, either before or after the moonshiners used them? As a general propositions old barrels can be dangerous because of the difficulty of determining what has been in them. Lots of opportunity to buy old whiskey barrels with a known provenance. Just a thought.
