   It does not have to be sanded to bare wood, but you need to clean it first with a wash coat of mineral spirits to remove any traces of wax or silicone. After the wash coat, lightly scuff sand it with 180 or 220-grit paper. Wipe or blow the dust off then wipe it again with a rag soaked with thinner. After that you can prime it with an oil-based primer/sealer and then apply the paint of your choice after the primer dries.

   *Thanks for your reply. But now I have another question. If he uses an oil based primer,does he then need to use an oil based paint?Also,do you have a favorite brand of paint that is easy to apply and looks good?One more,when I apply certain finishes I use a foam brush to keep the brush marks to a minimum. Can you use foam brushes w/paint or do you even need to??Thanks again.........

   *In answer to your three questions:1)No, but I would because I prefer the way it goes on and sets up.2)For furniture and trim--Benjamin Moore semi-gloss alkyd enamel. (But other brands are good too--Pittsburgh, Pratt&Lambert, Sherwin Williams, etc.)3)Foam brushes work great with oil-based paints and finishes.
