In the current issue of FWW, Phil Lowe is shown grinding a scraper to embellish the face of a knob. Where can one find a small grinding wheel like the one shown on his bench grinder?

I dont know about the manufacturers recommendations, but a retired instrument fitting mate of mine uses a 100mm diamond blade designed for an angle grinder on his bench grinder for this task. He has a pretty solid steel table as a tool rest (1/4" thick by about 3*4 ). It works a treat. His bench grinder speed is well below the rating for the wheel.
