I am looking for plans to build a silver chest that is a bit more than basic one drawer unit. Would like two or three drawers plus the conventional flip up top. Anyone have suggestions on where to look?

It should be pretty simple to expand the plans from one to several drawers. You may want to base your plans around some pre-done drawer liners such as these:

though the long term standby for lining silver drawers is Pacific Silver Cloth. It contains silver and prevents tarnish for a very long time. Don't forget the cloth flap to go over the silver in the box. I wouldn't use woods with high acid content such as oak, either.
"Reproducing Antique Furniture" by Franklin Gottshall has plans for one. He also has a plan for what he calls a spice chest (I wouldn't) that could also be easily adapted to a silver chest.
