Hi Martin:
I've been away from the forum for a few weeks so I apologize for the delayed response. I can tell you that that chest of drawers is NOT a project in that book. And I've never come across any plans for such a piece during my time here (a believe me, I've seen every article at least once).
But I do think that if you're ready to take on a project with that many drawers you're also ready to draw up with your own working plan if you spend some time on a few key elements.
The first thing to tackle is design, particularly sizing the drawer proportions to look as pleasing as the shakers did. For that, I'd use this article to determine the dimensions of that piece from a photo:

The second thing to tackle is construction. Garrett Hack's Huntboard projects comes to mind as a construction method that would suit this. It has the paneled sides that join to the legs:

Then you need to plan out the complex web frame that holds supports the drawers, and for that I'd look at Mike Pekovich's article:

What would be your guess for the overall dimension of this chest, especially the height from the ground to the bottom drawer.

Hm. Good question.
My guess is 33 in. to 36 in. to the top surface with the exposed legs being just about 1/3 the total height.
