Woodline USA sells router bits. http://www.woodline.com/ At instructions they have an article on Plantation Shutters made with their Shutter Router Kit $59. I have used them and this article. worked out great

Norm had a show on plantation shutters that just replayed. Lots of jigs required, but after that it looked pretty doable. I'm sure you can find it on the New Yankee site.
