I have a dust collector that has two cloth bags. One on top to filter the dust and the second on the bottom to collect the the wood chips and dust.
my problem is emptying the collection bag. I have a small shop in the basement and taking the dust and transferring it from the cloth bag to a garbage bag to dump the dust creates a big mess.
My question is it possible to replace the bottom cloth bag with a plastic bag and just disconnect the plastic bag and throw away the whole bag? Will the dust collector still work with a plastic bag on the bottom?

Plastic bag ? don't think so but you can always ask the manufactrer - you've probably thought of that. I don't have dust collection rather a large drum vacuum. When I have help I carry it out side to empty it. When there's no help I have a box fan with a furnace filter running and use a water spray bottle to keep the dust down - also I wear a mask.

Not sure I understand, most have a cloth upper to filter and a bottom plastic bag to collect chips.
Is this how it came from the manufacturer?

Yes the dust collector came with the cloth bag. It is an eleven year old Grizzly machine. I see other machines in the latest issue of FW with plastic collector bags.
Now I must fine the right size plastic bag to replace the cloth bag.

You should be able to get away with using either a garbage can liner or yard bag for this. I'd guess that a 33 gallon size would be sufficient. Put the plastic bag inside the cloth bag, then you won't have to worry about the plastic bag being strong enough to withstand the pressure of the dust collector's blower, and protect the plastic bag from accidential damage.
The plastic bag would definitely work, all you need to know is the diameter of the dust collector. Bags are available through most woodworking outlets. I've even used 4 mil trash bags. The down side to the trash bag is I couldn't find clear ones, so knowing when the bag was full was a problem.
