I want to apply a peice of plastic laminate on top of another plastic laminate. I was going to do it the same way I do it on plywood or mdf???

No problem. First fully clean up the existing laminate with lacquer thinner to remove any and all gunk. Be sure it is flat with no little bumps. Sand with 120-150 sand paper and dust and wipe clean. Then apply the new laminate using solvent based contact cement and follow the directions on the can.
Is the laminate below damaged ? If so, it may be better to remove it and start over. Any defects, (dents, dings, bumps), in the laminate below, could telegraph to the new laminate. This doesn't always occur, its just fair warning.Steve - in Northern California
Good points. Because the old can be such a chore to remove, we sometimes used to fill voids with Bondo and sand level and smooth.
I agree with every thing that Howie said except that we rough up the countertop with a 50 grit belt sander to make the old top feel like the underside of the new laminate- helps the glue stick, gives it something to grip to.
I was told to be sure than any seams are not placed directly over old seams. I have never tired it, but is sounded like reasonable advice.
