Struct 1 means that the plywood sheathing has enhanced racking and cross panel strength, not just the span rating for typical sheathing. Given sceismic requirements I bet a lot of sheathing in Calif. has that rating.
Exposure 1 is one step down from Exterior grade. Exterior means the panel will be permanently exposed to the weather, while Exposure 1 is designed for situations where the panel will ultimately be protected, but may experience long construction delays before that happens. (Like wall sheathing that will get a weather resistant sheet and siding over it, or roof sheathing that will have tar paper and shingles over it.)
Not a clue about California prices, even less a clue about prices of plywood of unspecified thickness. The face and reverse grades will also be very important in determining the price. A-C will be much more than C-D. Regardless of the grade stamp, you will be much better off paying a little more for plywood from a real lumberyard than from one of the big box stores. Some decent stuff slips through to them, but often they stock sheets that all just meet the grade minimums, than material which has the usual run of a few that just meet the grade along with those that come in above average. Plywood pricing is competitive and there is no free lunch.
