Although I have no idea of the details of the plywood available in India, as a rule I would not recommend any plywood for flooring for a number of reasons, one is that plywood often have cores made of cheaper, softer woods that can dent and compress easily, they also often have voids which would be weak spots in the floor that could be prone to failure under intense focused pressure, think high heels and chair legs, the last problem is that the surface veneer is real thin and would be prone to scratching that would reveal the core veneers.
That said, I have seen plywood floors in shops and other areas that may not be looking for a refined look.
There also are engineered hardwood floors that often are similar to plywood in construction but specially designed to be flooring.
