That's a single phase motor, right?
I'm guessing the centrifugal switch is stuck in the RUN position (when the motor is at rest the switch should be in the START position). Or it might be a bad start capacitor.
Adjusting and lubricating the centrifugal switch requires the motor to be opened up. Depending on your comfort level with that, there are lots of YouTube videos showing how.
The start capacitor is usually on the outside of the motor under a cylindrical metal cover. Also many YouTube videos on the subject.
If you prefer, you could pull the motor and take it to a good motor repair shop. Either one of my guesses above are easy jobs for them.
It's unlikely but there is a small chance the start windings overheated and are ruined.

Thanks mike for the quick response. Yes it is a single phase 5hp. I will check back and update with findings for anyone else that has this problem.
