I have a 13in. Ryobi planner and when I went to change the blades the bolt were frozen on the head. I end up taking the planer apart to get to the bolts and grining off the bolts. Then going out and buying newones, this was happen to me twice. Has this happened to any one else. Thier is know way to get any pentrating oil on the head because they are pan head bolts.

I don't know about this specific problem but you should consider installing the new bolts with 'anti seize' compound, which is a sort of silvery or brassy paste. Auto parts stores carry anti-seize, but most of the time the clown behind the counter has not idea what it is. With anti seize, a bolt which has been on even an exhaust mainfold comes off like new after years of use. Also, whenever you are having trouble with a bolt, try heating it with a propane torch. It sometimes breaks the 'grab'.
