Can't say for sure.
Looks like a bevel and radius with a roundover on the edge.
You can get a bevel and radius bit from infinity tools. https://www.infinitytools.co.uk/router-bits/raised-panel-bit-horizontal/
This can also be done in three stages -
Cut around the raised panel with a table saw set to the appropriate angle.
Cut the bevel, also on the table saw.
Round over - probably with a bullnose bit on a router from the back, or with care, a round over bit on the router table and a tilted table.
Stumpy nubs made something similar using his horizontal router table.
I'm not sure of the name. It's just a raised panel, without the rails and stifles. And then the edge is rounded over.
