Normally I call it an OUCH! My @#$%ing Finger.
When my wife is in the shop I call it an OUCH! My Finger.
Technically it a chromed cast iron spoked handwheel with a sleeved handle (if the handle rotates).

It's a horizontal tension control adjuster wheel .
It looks like a handwheel on a shopsmith.
