Can anyone recommend a finish that could be applied over a scene painted on a wooden chest with water colors to protect the artists work?

Spray with shellac or varnish. Do not brush or you may pull the colors. Shellac would be less likely to yellow over time.
I think the fixative that pencil, charcoal, and pastel artists use is a clear spray lacquer.
If the painted chest has monetory, sentimental, or historical value or if it may gain value with time then nothing whatsoever should be applied over it. Applying anything may destroy all value. Suggest finding a furniture conservator for the best advice on preserving an item such as this.
