How do Pfeill carving tools compare in quality to Hirsch or other brands? I am in the market for some gouges.

Lovely and economical for me.
I've found them to be quite good, among the best. I like them better than Two Cherries, and better than some of the Henry Naylors (there's a pretty wide variation in quality among Henry Naylor lines). I don't like the grounders, though; too much curve. The Naylors are better there. But one of my favorite chisels is a Pfeil 1/2" straight #9. Cuts like a dream, really holds an edge.

Greatings NEWTRVA,
Let me preface this discussion by saying I am a want-a-be carver, know enough to be dangerous, but not good enough to be any good. l
I have bought Pfiel, Henry Taylor, Two Cherries and Stubai carving chisels.
1) Pfiel are my favorite, they come closest to ready to use of any of the tools that I have bought, only seem to need some stropping and a secondary bevel in the interior of the tool. Very well made handle fits my hand well. Money's well spent.
2) Henry Taylor for the money I like this tool, bevel needs lots of work, handle seems to fit my hand well, Forging looks nice and is very well finished. But for the money a nice tool
3) Two Cherries - I was very disappointed with these tools, easily the most expensive. Handles are way too small for my hand. Forging and finish (shaft of tool is mirror polished) is very nice, but you will have much work to create the proper bevel angle and inner bevel. I kind of though for the money spent the tool would be closer to the Pfiel.
4) Stubai - I don't much care for much about these tools except the price. Handle does not fit my hand well, finish on the handle was very rough. You will have to spend much time arriving at the proper bevel angle and stropping. I did not find the forging of the staft of the tool very well done. Others swear by them, they don't float my boat.
Good luck.
