What are these rails in the picture called?
Since they are cross-grain, I can’t glue them. So I would probably screw them down. Do I screw from the top and fill the hole or glue them from the bottom?
Also, any experiences on how to join the three rail pieces together? Tenon, dovetail?
If you know of picture or plans with more details, much appreciated.

They should be screwed from the bottom. Corners can be most any joint you like.
As bilyo says, screwed from the bottom. Make sure you elongate the holes for the side rails. Since the sides will be attached to the rear one and it won't really move. Elongate the holes for the side ones as you get closer to the front. I made a quick sketch. The elongation is a bit exaggerated.

I have also seen (partial length) sliding dovetails used for this.
Exactly what Dave said. But if it were me, I would leave those 3 pieces off, and save myself the trouble. I find it unattractive, and it serves no structural purpose.
I've thought of partial length sliding dovetails for things like this but always rejected them because I figured it was my internal over-engineer trying to get attention. :) It would be elegant in this application with no exposed screws or evidence of them.
