looking at buying a raised panel set for a few cabinets I need to make.
will a PC 690 using light passes run a raised panel set or will it be too much strain on the router?

Unless you have a vertical panel raising set or a variable speed 690, your router spins too fast for the job you are contemplating.

You * might * be able to reduce the work of the router by making a pass with your table saw first. I do this to reduce the amount of shavings.
So you make a (eg) 15 degree cut along the edges, then finish with the router. The router has to do much less work then.
You wouldn't believe the amount of shavings that come off a raised panel.
