The proper speed for a router bit is based on it's diameter, and different manufacturers will vary some in their recommendations, but anything up to an inch in diameter can safely run at full speed. Between 1 and 2 inches drop to 18,000 rpm and drop to 15,000 rpm for 2 to 2 1/2 inch bits. The largest bits should be run at 12,000 rpm.
Most bit manufacturers include speed recommendations in their instructions, and you can also get in touch with their tech support for the best advice.

Another way to look at it is that you are slowing down the rotation so the linear speed of the cutter does not get much faster than 100 MPH. If you don't mind multiplying it out, that's an easy number to remember.
