In the past I have used the table saw to make raised panels. With the back of the panel on the fence, I tilted the blade to the desired angle and the rest is standard. I saw an article in a past FWW where the man built a jig/tool to hold the panel and tilt it to the desired angle. He kept the blade at 90 degrees to the table and pushed the jig with the panel held in the jig past the blade with the fence guiding the jig. This seems safe and reliable.

Here's the article that describes that jig you're referring to. I shot all of the photos for that article and I was extremely impressed with its accuracy and safety.
