My brother inherited an older Craftsman RAS (1970s) from my dad, who in turn inherited it from an uncle. At one time it had a really solid base made of 2x4s and lag bolts, but the base has disappeared.
Does anyone have any ideas as to building a new base?

They are a little snotty when it comes to anything not made by dewalt or one of the other big heavy old cast iron monsters. but if you search the archives you will find lots of ideas.

There are tons of possibilities. One is to build a rolling shop cabinet and mount the RAS on top. Another is to just make a simple 2x4 stand and screw it to a wall for stability. If you don't care about mobility then I'd probably combine the two ideas: build a plywood cabinet or a series of plywood cabinets, attached to the wall, and attach the RAS to the top. That way it's very stable and you have drawers underneath.
