Nicads don't last forever even if well cared for and the primary reason that they fail isn't repairable. The two problems that the referenced web site claims to fix aren't very common in modern nicads that are used regularly and fairly well run down before charging.
I suspect that the primary purpose of the information for sale is to enrich the seller.
