I’m building a 12′ bookcase built-in and the customer wants to match an existing commercial cabinet finish,(low sheen black paint,possibly has a satin clear coat).The project will be prefinished and then installed.A spray booth is available but not for lacquer.Recommened finishes?Pros and cons?Oil based enamel,waterborne acyrlic,waterborne poly,poly?
Also,any experience using basswood for edgebanding.I’ve used birch or popular in the past but looking for less sanding time.Is basswood too soft?

Don't see why basswood would require less sanding time? I would think it is rather soft and will ding pretty easily, but that doesn't make it sand easier. Actually best way to reduce sanding time is to remove milling marks with a smooth plane leaving only 220 grit for evenness.
If your spray booth will handle oil based enamels--removing overspray before it could land on surface,etc. then that would give the most durable surface. Still you need to prime first for quality paint job.

For a paint finish on mdf, I like polyurethane. Use a thinned polyurethane varnish (I like the way Minwax sprays) as a primer. Apply it heavy as it will really soak in. Sand and then spray a polyurethane fortified industrial enamel, 2 coats. I've used Valspar and Mautz. Finish with a satin polyurethane varnish over the enamel for a satin finish. Again, I like the way satin Minwax handles in a gun.
Strike all edges heavy. These films develop a lot of surface tension as they dry and will pull thin over sharp corners.
