I’m in the process of refinishing an old “Executive Desk” made by the Doten-Dunton Desk Co. It has a Walnut veneer. I was wondering what you folks would recommend for a finish? I’m planning oil based stain, filler, shellac. Sound about right?

Shellac won't be a very durable finish for the top, in my opinion. It won't be water resistant. I would use a wipe on non-poly varnish for a beautiful, deep and durable finish--8-10 coats on the top and 6-8 on the sides.
I can't advise you on the stain or filler. Are you stripping it? If you wipe it down with mineral spirits before you do anything to it, you will see the color you will have with a clear finish. Staining may not be necessary.
David I don't think you should need a stain for walnut or a filler. I would use either a Pure tung oil finish, which would be a flat finish or a polymerized Tung oil finish for a shiner finish or a wipe on varnish such as Watco.
