I am refinishing 2 cutting boards for my wife and would like to know if anyone can suggest something I can use to cut the grease and oil prior to sanding them. I will refinish them with a food safe mineral oil.

Both alcohol and naptha will cut grease; I'd probably try the alcohol first.

In the meat market we'ed use salt and a steel brush..rub hard. That would absorb any blood too.
Use a card scraper or run them through your planer.
You really can't remove the grease from a cutting board. It is absorbed into the pores of the wood and solvents will just cause the now thinned grease to be further absorbed.
If you decide to use a solvent, you should avoid petroleum products like mineral spirits and naphtha. They may impart and odor that takes a while to stop.
