Obviously from my name, I’m out of my element. I’ve stripped the carpet off my stairs, and removed old paint in the corners. However, before I stain, I can’t seem to remove the old “stains”; dark spots on some of the treads. Tried bleach solution, Oxy solution, TSP-PF, TSP with bleach, and Motsenbocker’s LIFT OFF (which worked fabulously on the old paint) ANY IDEAS???

oxalic acid - availible thru a pharmacy (and other places) - mix a slurry, apply to spots with a toothbrush, scrub, wait, scrub again, repeat if necessary, wipe clean, let dry, finish...
chefsue,
sounds like it could bedark staining from water getting under the finish. David Doud gave best recommendation - oxalic acid, which might be easier to find as the "deck cleaner" at home depot.
