Can a card scraper be used to remove that annoying, subtle “bump” from planer snipe on hardwood planks? If not, what is the best way to remove it without altering the surface finish from planing (planed surfaces seem to be pretty smooth to 150 or 180 grit)?

The simplest way to remove it IMO bmyyou is to over-size the stock slightly more than the snipe you are getting on the end and then cut the stock to dimension after you have planed it. No major effort removing the snipe and no loss time researching why your lunch-box planer is producing it to begin with which most do to some extent.

Hand planing will be more effective than sanding, which will probably just diguise but not elliminate the bump/hollow.
On a good machine the hollow may be 4 thou", which is about two standard thickness shavings or four very fine shavings. Could be worse on a poorly set machine.

You can drive yourself nuts trying to tune a planer to obtain no snipe. I generally get some snipe and depending on the project. And if sanding will take care of the minimal snipe and not distract from the project I'll go that way. But if it's critical I run extra long stock and cut off the snipe. Four inches of waste is not going to break the bank.
Now if the planer Mfrs. would come out with a planer that has two infeed rollers and two out feeders that would go a long way in cutting down snipe.
