There is a hole in the starting riser of our stairway, between the curved section and where it meets the stringer.
The riser is veneer, not a kerfed piece of thicker wood. There are upright pieces to shape the veneer into a curve, but not where the curve reverses and then flattens out. The hole is in the concave section.
How do I fix this hole, when there is only air behind it? The riser will be painted, so it doesn’t have to be pretty, just sandable.

Janet, It is a little hard to say without seeing a photo, but several things come to mind. The shape and how big the hole is would be helpful information.
If the hole is large enough to push a longer piece through, which has two strings or wire attached to its middle, then it can be pulled back into some thick epoxy then tied off over another piece in front. After that sets, then bondo the hole, and sand it fair.

Are you able to access the back side of the riser, from a closet?
If so, you might shape a backer block to glue over the hole, and then you will have something to which you can glue a veneer patch, or to back up a load of spackle or auto body putty, all depends on the size of the hole.
I've seen drywall repair kits for repairing (from the front side) sheetrock, perhaps one of these would be sufficient; as a last resort, consider laying a new veneer over the whole thing. Constantine's.com used to have sheets of self-adhesive veneers, sure other suppliers do as well.
