Hi, your project sounds just like what I had to do to our stair banister in our old house (1846). After repairing the handrail (it was broken in three places) I sanded it and the spindles to bare wood. In our case the wood was walnut. I put on about three coats of tung oil. On the black stair treads, I sanded them to bare wood, primed with oil base prime, and then painted them gloss black with "floor paint" from Benjamin Moore. Its been going on 3 years and everything still looks good. Good luck, I know the difficulty of what you're doing, but you'll be glad you restored them.
