In the dream of restoring my Victorian handrails, I have stripped back all the thick layers of paint (using Peel Away), whilst sanding spot areas are appearing. It seems the wood rails have been stained, perhaps not correctly, now I have tried painstakingly to remove the stain with stripper and an orbit sander and it’s just not coming off. I fear any more and I will ruin the beautiful handrail.
Please can anyone suggest how to completely remove this deep grained stain or how to cover the spots and perhaps stain the whole thing?

It may not be wood stain, it might just be discolored. Try sanding a little, and if it doesn't even out, the discoloration might be too deep to get rid of.
Try a few drops of water on the light and dark areas. If it beads up on one or the other, there is oil or something staining the wood, and you'll never get it out.
Next step is try some stains and see if you can get it to even out.
With this kind of job, there really isn't an easy solution.

I spent the best part of yesterday sanding, and it just was removing more wood rather than evening out the blotches.
I’ve just tried the water trick, and the water mostly soaked in: when I wiped the watered area I get colour off: attached tissue pic. Would you say this is removable?
If not, your suggestion to even it out with stains: would recommend a wood stain /gel /glaze? I’m guessing just on the spots initially and finishing with a light top coat?

If it's coming off with water, try wiping with mineral spirits or featured alcohol. Removing some of the dark spots might spread it to the light areas, thus evening it out.
When you are ready for top coat, the only thing I would put on initially is Zinsser Sealcoat. If color i s still coming off, most other finishes won't adhere well. The Sealcoat will.
