I have a right tilt blade, do I need to move the fence to the left of the blade to cut miters to build legs for a project I am working on?

You're not required to move the fence to the left of the blade, but it's generally considered to be safer when making miter cuts. You're less likely to get the workpiece trapped.
Without knowing more about the geometry of the parts in your project, it's hard to give more specific recommendations.

Yes, Steve is right. You certainly don't want to end up with a trianglar waste under the blade and next to the fence. I had an instructor who called that a "trapped arrow" cut.
