This my very first message to this discussion group.
How do I drill mortises on the top and bottom of a rocker chair seat to accept the back rungs and legs respectively. Do I use a drill press or a hand drill? The rungs and legs are to be set at a 110 degrees angle, for example, and I’m pretty sure compound angles are involved. Is there a jig that I can build? Do you know of any literature on the subject?

I'm not a chair-maker, so I don't know this from first-hand experience, but I have read that one of the better (i.e., more efficient and controllable) ways to make the kinds of mortises you're talking about is to use a bit brace and an appropriately-sized spoon bit.
Don't have any links at the moment, but you might want to google "chair-making" and similar phrases. There is a lot of information out there on exactly what you want to do, and the various ways to go about it.
