I am repairing an old rocker. I have made two new rockers but have an issue with the best method to rejoin the new rockers to the old chair. The old legs fitted to the old rockers with 11/16ths dia ends. I have a 3/4 inch spur bit and a 5/8th inch spur bit. I could
1. Drill the new rockers at 3/4 and fill the sloppy holes with epoxy.
2. Drill the new rockers at 3/4 and wrap the leg with something to make it fit tighter. Wood tape? Thread?
3. Drill the new rockers at 3/4 and cut tapered wedges for the ends of the legs.
4. Drill the new rockers at 5/8th and whittle down the legs.
I know I am over thinking this.

Since you didn't provide the option of using a 11/16" bit, option 4 is the best. A doweling plate would get you down to 5/8" if you're worried that you couldn't whittle it down evenly.
