You dont build a good rocking horse for kids, they just provide the patina.
Seriously, Anthony Dew's book on making rocking horses (http://www.amazon.com/exec/obidos/tg/detail/-/080697916X/qid=1106797538/sr=1-2/ref=sr_1_2/104-0338762-6775112?v=glance&s=books) is comprehensive and provides enough variation so that you can pick the level of effort / comlexity suitable for your audience. What he does not cover is that style that sort of looks like large-scale laminated scroll sawing made from 1 1/2" radiata and varnished we see here at the local markets.
I love looking at other peoples rocking horses, and Drew seems to have provided the base construction details for many of the makers in Australia. There is, however, a huge variety in execution, and the 'character' displayed in the heads is very distinctive for each maker. (I have now done two of very different types, and mine look a bit like an Arab with attitude, which kind of reflects the style of horse I prefer to ride)

They have four different plans for rocking horses AND a rocking LION too. They are great guys and and their prices on most stuff are excellent. They also support out Woodworking Club.

This will probably stir up another Norm bashing but I built his version when my daughter was 2. He basically copied one at Old Sturbridge Village. Very simple and clean lined, but that's what I prefer. Also, it's pretty simple to build. You could get the plans off newyankee.com

Shopnotes has a plan that makes a great horse. I have built 7 of them over the years. My grandson has the first and it is still holding up after heavy use.
