I purchased the plans, titled “Arts and Crafts Side Chair” by Kevin Rodel. I believe there is an error in the plans. The bottom piece of the back splat calls for both 2″ and 1 3/4″ as the tenon length on the plans. I have made a video detailing this. I don't think you're missing something. i think the plan is flawed. I need to confirm this with the editor tomorrow but it from everything I can see, it should be a 1-3/4 in. mortise. Before you cut into your stock, let me confirm this.

I have confirmed an you are correct, the plan has an error and the tenon should measure 1-3/4 in. I spent some time studying the plan to see if that mistak effects any other measurements but it doesn't appear so. That said, I would suggest double checking the other measurements for those parts.
