So I’m a rookie and started building a table top a couple weeks ago, I got to the point yesterday to finish the table so I did my first coat of watco Tung oil finish and after I let it dry for 24 hours it’s all rough I saw someone use Tung oil in a video while I was researching. Any Solutions to fix it or alternatives?

For me, success with varnish/oil finishes involves going to fine grit sand paper before ever applying any finish. With film finishes stopping at 220 grit or even 180 works fine. With danish oil I get best results by sanding through 320 or even finer sand paper. Surface preparation is everything when using varnish/oil.
I get excellent results with tung oil sanding to 180 or 220 grits. Usually the surface will be as smooth as you left it after wiping down the excess oil with a lint free cloth. I wiped down the excess. Any suggestion on fixing it? Can I sand the rough off and then redo it or is not fixable?
I wouldn't sand. Use 0000 steel wool, or a fine abrasive pad.
I stopped sand at 220. I may have just not wiped it down well enough.
So should I do the 0000 steel wool?
It's rough now, and the finish is dry, right? Use the 0000 steel wool to smooth it before another coat.

Question: Is WATCO TUNG OIL FINISH pure tung oil or an oil/varnish blend (danish oil)? I have used Minwax TUNG OIL FINISH which which is actually an oil / varnish blend.

So it seems I didn’t wipe it off well enough and I started using the oooo steel wool and it’s clumping (is this normal?). Would it be a bad idea to use a rougher steel wool to take a majority off quicker then come back to the oooo?
If it's clumping, it hasn't cured, and it's still gummy. Oil takes a long time to cure, and if it went on too thick, it takes a wicked long time. I'd advise waiting.
